The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

RagePluginHook crashes after about 10 minutes of playing.

You have some outdated plugins, remove those, those will cause issues like your  crash:
ALPR+
Bank Callouts
Yet Antoher Partner Mod
