Ultimate Backup units dont spawn with long guns

I am working on customizing my Ultimate Backup as much as possible, and I have come across an issue with the SpecialUnits section, specifically now I am trying to equip all of my riot officers with long guns (riot shotguns), rather than pistols, and with my NOOSE (NOOSE SEP Riot) officers there has been no problem, they spawn with only long guns in hand, but when it comes to the LSPD (Riot Police) and SAHP (SAHP Riot Police) officers they just will not equip them for some reason. Can someone explain to me what I am doing wrong? I couldn't find another post about this, but both the NOOSE and the LSPD/SAHP sections are basically identical (other than ped outfits and vehicle texture obviously), yet they still spawn differently, I even tried completely removing pistols from their loadouts but they still spawn with them. Below is the SpecialUnits file I am using, as well as screenshots of the specific sections for them (if you dont feel like looking for them in the document).

EDIT: Realized this only happens for Code 2, for code 3 they all get long guns. Still weird that code 2 NOOSE still gets them, but code 2 LSPD/SAHP dont. Well, at least they are useable, albeit only as code 3 backup.
