The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Will not start with the error of slow computer or no permissions

Ive only just started doing this sort of thing because it looks fun, and when i go to start the rage engine, it crashes and tells me "slow computer or no permissions" next to the settings button where it talks about starting the game etc, anyone else have this problem or am i just stupid?

Add the Main Directory to the exceptions list for your anti-virus. Then re-install manual LSPDFR and restart your PC. Then try again. If that error is still there, consult pages 3-5 of the RPH FAQ.
