How to convert textures to .wft and .wtd

As you see it's just a texture or outline of it.  And you know there are other ones like this in the download section too.  When you open it, it's in JPEG or whatever else it's in.  I've seen some great textures or outlines of great cars, but they're in something like this.  How do I go about (if they don't have a link to one that supplies us with a .wtd format), how do I go about making this into a .wtd .wft file so I can put it into the game?

 

I don't know if there is a thread or tutorial because I'm not quite sure how to go about wording my search.
