NPC Police glitch

Can some help me with a serious issue. My ultimate backup police vehicles have their NPCs legs hanging from the bottom of the vehicle. This is for every dept. Also, when I request prisoner transport the vehicle comes. However, a random Officer will drop from the sky as well. Its rather annoying. Has anyone else experience this issue? If so how do I resolve it?
