The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Hey mate, I dunno if you fixed this or not but I just figured it out.

i watched a video about it and what he did was change this from "True" to "False" in the LSPDFR .ini file. ("Main.PreloadAllModels = False")

 

He also installed the 2 mods mentioned in the recommendations section on the forests download page. here's a copy and paste of that part for your reference:

This mod without other mods applied works with the original gameconfig.xml and without any heap adjustment.
However, if you are using multiple mods it might be the case that at some point you need to adapt the gameconfig.xml and/or the heap (that is a general statement and is not specific to this mod).
If you are unsure just give it a try without changing the gameconfig.xml and the heap. In case you then experience crashes please install these add-ons as well:

HeapAdjuster

 

I did all of this, then ran LSPDFR and it all worked a treat!

The tutorial I watched was titled "Forests of San Andreas | Updated 2023 | By Request | Install and Showcase" by "Geoffrey_Gamer" on youtube.
