Couple of things:

1. Go into the lspdf.ini and change the following to reflect below:

Ambient.DisableEscapedSuspectEncounter = true

2. If the game is still crashing, rename mods to _mods and try again.

 

Keep in mind, the crash was caused by the Drug Deal callout of United Callouts. If the mods folder solution doesnt work,  you could try to disable that specific callout in the ini or you could remove the pack should you choose.
