The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I installed the 'Mega Realistic Car pack' which replaces most of the base vehicles with the real life counterparts. It works really well except the issue described above. 

 

Is this caused by the lod distance in the xml files or something else? Will I need to adjust vehicles lod distance individually to fix this?

The vehicle in question probably has a low lod distance, you can increase that by editing the "lod distance" in vehicles.meta. You can replace the default values with the values listed below:
