Basically I cant have any of the blk highway callouts as it keeps crashing when i arrive on scene. The line from the crash log says this

I tried adding New York State trooper ped model week ago and i think its outdated. I accidently placed it in main files its the S_M_Y_Hway cop 1 ped model. Im assuming its this thats causing he crash. Anytime i request state patrol unit they show up and they look all mistextured like the terminator bad guys from terminator 2 with random textures glitching all over its body

Couple of things:
1. Remove: Regular Callouts, Federal Callouts, Typical Callouts, Callout Manager, and PoliceLifeS for a more stable game.
2. As per your crash, there was an issue with XScanner and missing files. I recommend re-installing XScanner.
3. You also appear to have invalid entries in the .xml file you edited in the Vehicle/Ped Data for StatePatrol.

Can you point me in right direction for xml issue

There isn't a way for me to tell. What was the last xml that you edited?
