The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Crashing while going on duty

I load in to an apartment with a lack of textures my character has underware on and when I move him his hair goes to pink at some angles also I can’t go inside the police station and when I attempt to go on duty it crashes lspdfr but I tried the game without the mods folder and it worked

 So you have just bad installed mods that cause problems. You can find a lot of videos how to install mods correct on youtube. I suggest delete current mods folder and start with mods again - but this time just more careful.
