they are all in my dlclist and in my mods folder but its still popping up

EUP Menu: The following DLC(s) are not present: mpapartment, mpheist4. EUP Menu: Please ensure your game is up to date and your dlclist.xml in update/update.rpf/common/data/ contains entries for those DLCs.

since they are in the mods folder and in the dlclist, I suggest to remove those patchdays and manually copy them from the game files to the mods folder.
