Trying to take a 4K livery down to 2K

so I am trying to redo a livery that someone else did which is currently in 4K and its causing headaches and lag in the city. I need to bring it down to 2K and I use photoshop and I am not sure how to do that. Any help with this would be nice.

I use GIMP......but, I would think Photoshop would be similar.  Is there a function where you can find "image" then "scale"?  Might bring up a window with adjustable parameters - look for the numbers 4096, and change them to 2048.  That should convert the texture to 2k (2048 x 2048) from the 4k (4096 x 4096).
