The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

I got lennys mod loader and decided to install a modpack with it. I deleted other files that I added for another vehicle in openIV which is what I think is causing the problem. I tried to disable the modpack and the game keeps crashing so I'm not sure why.

    yes that worked. It made all my cars back to the default though and broke LML
