Insufficient Permissions or bad Anti-Virus Error

I have downloaded both the manual and automatic lspdfr files and inserted all files into my steam game file, but every time I try to load the game with Rage Plugin Hook I receive the "Insufficient Permissions or bad Anti-Virus" Error message. I have tried browsing the forums but have not had any luck in fixing this.

Have you tried to exclude RagePluginHook.exe from any anti-virus and firewall software? Including Windows Defender.

I have excluded all files from anti-virus software.

Also I did not attempt to use both installation methods together, I attempted manual first and when it was unsuccessful I deleted it and attempted with the automatic method.
