Can't Find Working Vehicles

I am trying to do this:

I'd like to keep the standard LSPD cars that come with LSFPDFR

I'd like to add-on additional cars so as to have:

LSSD

BCSD

LSHP

I'd like to have a car, a blazer and a truck for each basically, maybe more or less. At least one vehicle each for all three agencies. All with with ELS.

I've searched through countless files on here, did multiple re-installs of GTA/LSPDFR until I started to figure out this modding using OpenIV.

But it's driving me nutso trying to find a working model of the above mentioned files. Are there any working v versions of these? I have not had much luck installing either replacements or add-ons. I am kind of looking to add files like police6, 7, 8, 9 etc, but they only seem to go from 0 to 4 is all I have found. So I don't seem to understand how this is set up. I've watch several vids and everyone seems to have different ideas of how to install these vehicles.

I added on a State Police Pack tonight. The game loaded all the vehicles on the added vehicles list i installed, but the vehicles were completely invisible. The game behaved as though I could see them and they were there. So not sure what I did wrong. Every time I've tried for the past three weeks, there's been some problem. I am either accidentally replacing default vehicles, or i am adding on vehicles that don't show up, or even though I renamed the .yft files something else, they don't visually show up in the game.

I'm at wit's end, not that I started with much to begin with.

So can someone provide me links to these vehicles that work presently? Preferably with decent instructions and hopefully not requiring some other mod I need to install to make the vehicles install properly. I come from Microsoft Flight Sim going back to the early 80s, and i would prefer to do everything manually and skip using OpenIV, if possible.
