Has anyone found a fix for this or has any info on why maybe this is happening? It's been driving me nuts for over 5 ish months now and seems unfixable

Yes, no luck with that unfortunately, But good news I have fixed it, I guess the update.rpf file was corrupted or something happened with it and that's what caused the game to crash and it was with both RPH and normal story mode, so I went on steam and verified the integrity of the files and it works now, I appreciate the help though!

Ok just tried testing again today and it's crashing again, If I start RPH is does it's hooking stuff then as soon as the game window opens, it immediately crashes, but if I start it without RPH it starts up and loads ReShade just fine without a problem, this is such a strange and very annoying issue lol

For the latest version of Reshade, renaming "dxgi.dll" would usually trick Reshade into hooking the game upon launching it via RPH, and regular GTA V story mode. 

 

The "crash" you described above sounds like a common issue when trying to launch GTA V via RPH directly, with ENB installed. 

 

The most commonly used workaround for that is, launch GTA V story mode first, tab out and launch RPH; then tab back to the game. Usually it would hook the game with Reshade or ENB.
