The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Now it doesn't crash but there are some problems, like the skins and all of other mods doens't work properly or doesn't work at all

    Yeah, it sounds like a mods folder issue.
     

    You can:
    1. Install the gameconfig, Heap, and Packfile Adjusters.
    2. Remove what you added one by one and test after each addition.
    3. Restart the mods folder.
