The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Couple of things:
1. Update: PoliceSmartRadio and Traffic Policer.
2. You have a vehicle model with an invalid hash of 0x1b38e955. Revert any changes made to your vehicles.meta or get the default vehicles.meta from update\update.rpf\common\data\levels\gta5 and paste into mods/update\update.rpf\common\data\levels\gta5

Appreciate the assist, i've updated the two mods and I did recently change something in the meta the other night but didn't test it until today. I realized I must've changed the wrong vehicle in the meta and I have corrected it.
