Problem developing a siren mod (volume too quiet)

The title is self explanatory. I'm trying to make a Cyberpunk 2077 based siren mod, the tones loop perfectly but they're extremely quiet in-game. Increasing the volume in Audacity to ~12-15dB makes it very saturated, and using the normalize features mutes everything again, I'm kinda clueless at this point.
