The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Game crashes w/wo rage plugin hook. Doesn't go pass loading screen

something in your mods folder is causing your issue. Either a mod you installed or a file you edited.
You can try revert the most recent thing you changed. Or you have to delete your mods folder and start a new one, **as it is impossible for us to diagnose what's actually causing the issue**.
The only other thing it could be is **if you recently installed a large amount of __addon cars__** you may need to install a custom gameconfig/heapadjuster.
