To increase lightbar brightness, try the following:

Make sure your PostFX and Shader Quality is set to at least High in your GTA V settings.

In OpenIV, go to: mods > update > update.rpf > common > data.
Right click and edit your visualsettings.dat. Change these values accordingly - higher values give brighter lights.
