I would like to know if there was any way to replace the default units with this package and put it in the various departments. Since I have the liveries installed for LSPD LSSD SAHP SASP AND BCSO but I don't know how to do it and how to make the ELS work well because it only works with its original package, which is the SASP one.

That pack is "addon" not replace. You can convert it but it involves editing a lot of files. I recommend you get the plugin ultimate backup by bejoijo. You can edit the defaultregions.xml file so you can customize the peds and vehicles to the regions you want.

So if I wanted to put these vehicles as replacements, what would I have to do to make them work well and for the ELS to work?

You have a corrupt or incorrectly installed model

Another questions is if it were in some way to debug or do something to make the simplehud work well because I followed the steps and only the speed counter comes up and nothing else, not like before, when the street time came out, among other things.
