White Lights Instead Of The Red And Blue Lights

So pretty much my lights are not bright at all and the red and blue lights are white for some reason. I downloaded a couple of light enhancements but none of them seemed to solve the issue. I have the VisualV graphics mod downloaded and I'm not sure if that is what is causing this. I saw some reddit threads and lspdfr forums and tried what was suggested there and I turned on Post FX and it worked. However the Post FX is turning my screen blurry except for my character or the car that I am and it makes it hard to drive and look around and stuff. Is this supposed to happen and is there a solution to fix this Post FX or just fix the white lights. Thanks.

I have also tried many things like RadienceV, Better Radience, etc however none of them have worked.

I believe this is only an issue with RPH as when I launched GTA V through Steam, the Post FX was not blurry unlike when I load it with RPH. I have no idea why this is happening. A solution would be greatly appreciated :).
