I think you meant to say, when you call for backup you crash? If that's the case then that usually means the vehicle model is corrupt or the vehicles.meta could be misconfigured for that model. Maybe even a police ped if you replaced one. 

Try spawning all police vehicles, and whichever crashes is the corrupt one.

Can you be more specific? What do you mean by wrong clothes? The textures are bugged or are they not wearing what you want? In plugins/lspdfr/ultimatebackup there is a config file called defaultregions. You can edit what the ped that spawns will wear.
