so, i am trying to install vehicel models into my game. But this one specific package of vehicels uses a folder i cant find / understand. The readme says the following path: Installation Path
mods/update/x64/dlcpacks/BC/dlc.rpf/x64/levels/gta5/vehicles/vehicles.rpf my question is how do I find that highlighted "BC" folder?

BC is from "BC Designs", and is their custom way of installing their addon cars instead of making a new DLC for each vehicle pack they make. You can install the DLC here. You can then install any one of BC's addon packs going to the same pathway as if you were replacing vehicles, but not replacing anything. When adding it the first time, follow the install instructions. You will only need to update this if they provide a new vehicle not yet in that DLC, which is unlikely for a little with respect.
