The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I removed the command line and renamed to _mods as suggested, should I attempt to load the game through RAGE or through Steam? When I attempted to launch it via RAGE it didn't do anything.

renaming the mods folder does not stop gta or rph from starting, it just disables loading the folder

Alright, the game installed an update, I updated Scripthook V, and LSPDFR. The game loads and then immediately crashes, I'm not even making it to the RAGE splash screen. Any other suggestions? Attached is my new log.

So the game loads up until the point where the splash screen pops up, however the splash screen doesn't appear and it crashes shortly thereafter. Should I look at changing the Packfile Limit and or Heap Adjuster?

your latest log shows a possible problem with the mods folder, you can try the Packfile Limit and or Heap Adjuster,

you can first rename the mods folder to _mods to disable loading the mods folder and see if that is causing the crash

It started loading and then I got an error from Lenny's Mod Loader that said "critical error occurred while loading data file: addonDLC:/downloader/pbpd eup/peds.meta Bad file or game config?" Should I go into Open IV and tinker with my dlcpacks folders in there? Attached is the most recent log with my mods folder renamed to _mods as suggested. Should I also change my mods folder back to its original name?

To find out if the mods folder is good 

I tried that and it still crashed without an error and I can't see my splash screen either.

Update LML to the latest version - if that doesn't work, rename vfs.dll to something else and see if the game loads properly.

I tried that and neither worked, do you have a suggestion for restoring my splash screen?
