The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

tried the same with my plugin folder still doesn't work

Keep SHV.dll removed and mods to _mods. Launch GTA V normally first. Once fully in-game and you can move around, tab out and launch RPH.

If changing _mods back to mods works, the issue is the mods folder.

Try installing the gameconfig by PNWParks and the Heap and Packfile adjusters. 

If that still doesn't work, you can remove what you installed recently one-by-one and test after each removal. If you still can't find the problem, you will have to restart your mods folder.
