So I recently had downloaded a few mods, done the correct way. But when I load up the game with RagePluginHook.exe it crashes a few seconds later. Any Fixes?

Well you would need to elaborate on what these "few mods" are as it would help diagnose the problem a bit.   Might be an outdated RageNativeUi for example if you are having Rage Hook load certain plugins during bootup.  Or possibly ScriptHookVDotNet as it tends to crash with Rage Hook occasionally.

I downloaded Calloutmanager, united callouts, a new lamborghini vehicle, federal smart siren and ember xml before it didnt work.

**FIXED**

I added the lambo LAPD folder to the dlc folder which I shouldnt have done, I just followed what the guide is but I dont really know how to install it. Thank you for help Benzo!
