Whenever I pull a vehicle over, the ai tries to move over, but they go too far into the opposite lane, and it causes a massive traffic jam. Does anyone know a way to fix this? Maybe by disabling the move-over feature? Any help would be appreciated!

This will assist you with putting an AI in a custom location instead of them being on a roadway for example when they have shoulder area to be stopped in, or stop off an offramp.
