The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Lspdfr is crashing without callouts

So, I am updating everything for the new version and when I launch the game it works but when I go into the police station to load lspdfr the background is like messed up and lspdfr crashes. I did troubleshoot and got rid of my callouts to see if it was the problem and nothing it still crashes.

You will have to remove whatever custom weapons you installed one by one and test after each to find the problem weapon. Or completely redo your weapons.
