The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Could you list down the mods you have installed in your GTA, also if possible please send a screenshot of your mods installed inside your GTA.

Edit: Also if your game crashes on the launch, this usually means there is a mod that has not been installed properly or is missing some dependencies (External files required to run the mod) for the mod.

Also, the last line on your log specifies it is trying to load the LSPDFR plugin.  What's strange is your path.  It shows Fortnite prior to the actual GTAV folder.  Have you tried moving the GTAV folder out of the Fortnite folder?

I would recommend moving the GTAV folder to the Program Files folder.  Try that, then see if it works.
