The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Crashing on Startup with ONLY LSPDFR

Tried getting back into modding, installed LSPDFR and can sometimes get to the stage of the game to go on duty but the mod crashes or the game crashes before I get to play anything.

 

Any idea as to what this could be?

Usually this error can be occured by the XML files that are installed in your ELS folder. I've recently encountered this same error. Although I'm still investigating this error, I'd recommend taking precautions while installing XML files. Hope this helps.
