The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

So, I just reinstalled the unmodded version of GTA and downloaded LSPDFR right after, now it tells me that "I'm launching with elevated Perms" Then it crashes and tells me "Not running with elevated Permissions" I don't even know *reinstalled LSPDFR for the 3rd time now.

NVE interferes with how RAGE loads. You need to boot normal GTA, then 15 seconds later launch RAGE. Alternatively, you can use the .bat file included with NVE. Should be called like GTAV & RAGE Launch Fix.bat or something, and will be in your root GTAV folder.
