The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

That's literally not possible.

The game applies the textures by the specific name of the .ytd files.
So the only textures that can apply (for example) to the sheriff car are the texture files that appear in the sheriff.ytd (or sheriff+hi.ytd if you have one), so it's impossible for the textures of another car model to appear - at some point the livery must have been wrongly installed in the sheriffs texture library.

It appears that my CVPI for my POLICE slot texture is applying to my SHERIFF texture slot, I have no idea how to fix this. any ideas?

You might wanna clear what's inside of the sheriff.ytd and just re-install the sheriff model. If that doesn't help with anything, the vehicle itself could be bugged, as those issues sometimes happen to old and outdated models.
