The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

AI vehicles ignoring add-on emergency vehicles.

I noticed that only the base emergency vehicles can do traffic stops and the AI moves out of their way in pursuits. All my add-on vehicles have the appropriate flags and vehicle type

It's something ignoring any add-on emergency vehicles? ELS works fine, AI just ignores pullover blips and code 3 responses. I have also copy/pasted working vehicles and renamed them in vehicles.meta. Everything else works great for the vehicles, except for any interaction with the AI.

 

From what I recall, these would be traffic flow and ped/vehicle interaction plugins and mods I run:
