RPH Not Recognizing GTA is open

When i start RPH, it launches GTA But gets stuck at "Launching Game Via Steam" Ive reinstalled GTA Many times and still nothing, im completely in the dark on what to do, its like its not recognizing that the game is open, Then whenever i press close on RPH it says "Failed to launch, please validate game files" and disconnects me from social club, i have also tried validating my game files many times and still nothing , Please Help
