Spotlight on certain els vehicles stuck with spotlight on

I've checked a few things in els and I've tried google, Can't seem to find an answer to this one

 

The spotlights seem to be stuck on. Most of my vehicles are similar, all els and all work absolutely fine its just this one in particular, Can't figure out why though because its els file is an exact copy of the police2 els file and the vehicle in the police 2 slot is a charger with a similar setup and it works fine

 

I have tried fiddling with els in game through the ctrl-p pannel thing no luck

 

Any help is greatly appreciated
