No cops responding or backing me up on pursuits

Hi y'all,

 

This is the first time I'm posting in this forum, but I've had this issue for a few days now and wanted to see if anyone could help out. When I have a pursuit, if it be through a traffic stop or they just take off when I try and pull them over, the car will flee and I will pas cops but no cops will join the pursuit like they normally should. There are also no cops driving the cars at all and are basically "ghost cars" with no AI cops driving them or in them at all.

 

I will post all the logs following this, but I have tried a fresh install of GTA IV and LCPDFR multiple times now, with no luck. If y'all have any ideas, please let me know!

 

According to the IV Cop Manager Script, there should be a cop in this vehicle, but there isn't.
