The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I'm having the same issue, already changed the plugin timeout threshold from 10000 to 60000, and already changed "Main.PreloadAllModels" to false. I've even reinstalled LSPDFR (manually) IDK what else to do...

It places you underneath the PD?  Been playing this mod for 8 years now, never heard that happening once.
