The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

LSPDFR Crashes every time I go on duty and plugins load.

Then it just says LSPDFR has crashed

    Send the RAGEPluginHook.log file from your GTAV root folder -- not the one from your logs folder.

    Also I have removed MyCallouts

    Nevermind, I found out a meta file was causing that after installing a car.
