Having trouble signing on to Steam

It seems steam had been updated. I went to sign on and saw a new window to enter your username and password.  Keeps kicking it back.   I changed the password and it still kicks it back when I click the steam shortcut or the GTA V shortcut on the desktop.  However, I'm able to sign into Steam on the web browser.  But can't play any of the games.   Anyone has any intel on this?
