I am trying to get different police jurisdictions setup in my game. My goal is to have police vehicles spawn ambiently in their correct locations. I started with ULSA police. I have managed to get the cars to spawn by messing around with the popgroups.ymt and popcycle.dat, but when they spawn they are driven by ordinary peds instead of police officers. I'm assuming theirs another file I need to edit, but I don't know which one. Any help? (I also tried putting the same vehicles under police_car in vehiclemodelsets.meta and that didn't change anything)
