I am using addon police cars by "ModdingDLCPackV 1.2"

the car drives around without a problem and els is functioning too

but i can't start traffic stops and ai never react to my lights and siren

you need to make sure the vehicle has FLAG_LAW_ENFORCEMENT and FLAG_EMERGENCY_SERVICE in its flags section in the vehicles.meta

i have but it doesn't work

my ELS traffic control is off and els is installed correctly

can it be that i have changed the model name to sahp?

The model name is irrelevant as long as the vehicles.meta section for it has the right flags. (double check the specific vehicle you are having trouble with has the flags)
Also make sure the carvariations has a siren settings value.
Also why do you have ELS traffic control disabled?

checked, flags are there

my mod didn't come with a carvariations file so i left it empty, how do i fix it?

because els traffic control was reported to cause pulled over ai to drive away, however for my case it's not the cause

I'm pretty sure you wouldn't be able to spawn the car if it didn't have a carvariations...
either way you could use this guide to create it
