    Problem SOLVED
    I abandoned the copy and installed all mods into the steam GTAV, AKA the legal GTAV, then the game starts normally.
    Although the copy's files are the same, if it's not recognized by your steam or launcher, it WILL NOT work.

    some guys reports eternal black loading screen when attempting to load adi-support from RPH, here is the solution
    open up your rage plugin hook setting and set "don't load any plugins on startup"
    startup the game and load asi-support from the RPH console
    when the black screen is over wait for a few seconds and you'll be able to load plugins and play as normal
     
    PS: Didn't find a solution for the terrible FPS drop though. It seem to be the problem of the asi-support itself as I noticed significant drop in GPU and CPU usage after loading asi-support into the game. For me the drop is even worse after loading LSPDFR, down to 24 fps, which is alomost intolerable for me.

    actaully its not the root of the problem
    the actaul cause of the problem is that im using compatible mode(windows7) for RPH and GTAV, disable it and every thing works out!
