The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.
[16th April] LSPDFR Enhanced Preview has been updated to include a fix for users struggling to access the PD interior.

renaming the mods folder prevents everything in the mods folder from loading.

renaming the folder just shows us that there is an error in the mods folder. What mod exactly is causing it I cannot say, but think of the latest changes you made before the crash occured.

Or simply start with a new mods folder. Then install your stuff one by one, start gta and check if it works, after that install the next so you know exactly, what is working.
