Hello, is there a settings that I can enable AI cops joining my pursuit?

I can see AI cop cars patrolling streets when I am not in a pursuit. However, once I started chasing a suspect all those AI were gone. I would have to call for each backup unit manually. If there were cops already in the area they still wouldn't join. 

I remember older version of LSPDFR would have random cops joining the pursuit. Is there settings/plugins I can enable this function??  Thank you
