Headlights/Lights are too bright. How can I fix it?

The headlights especially but some of the lights are just too bright and I need a little help on fixing it. I tried to adjust a couple in game setting but nothing did the trick. I am using "reshade" and "makevisualsgreatagain". I Love these graphics that I have now but these lights are killing me lol. Does anyone know how to fix it and can you please help me?

    Try messing around with some different visualsettings.dat files. Beware: Backup yours because these might mess with your graphic mods.
