I have reinstall the mods folder and the dlc cars and replace cars as well but they are showing up what so ever.

Have you edited the dlclist.xml in update.rpf?

I have. Its working now. it ended being using the lastest gameconfig file instead of 2699 gameconfig fle which was causing the problem

My question is what game config did you use within the download? 

 

I used the 2699 game config in the download and it's not working for me is that the one you used?

having the same issue again even using the correct gameconfig file
