I've tried both RadianceV and NVR and for some reason all the lights are extremely bright with broken textures. Is there a way to fix this, does it have something to do with my GTA5 Settings?

Can you replace the visualsettings.dat in your mods folder (mods > update > update.rpf > common > data) with the one located in the default update.rpf (update > update.rpf > common > data).
