The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

Can you send another screenshot of a different vehicle with the same issue. I'm having a hard time making out your issue.

If you have a trainer installed, go to the Vehicle Customization > Windows > Tint and put it to stock. Also ensure that your PostFX is at Very High or Ultra and Shader settings are turned to at least High.

 

It is also entirely possible that this car does not have headlight wig-wags.

Before installing QuantV, I had VisualV, everything was fine with it. I can't imagine why this happened. The settings are as needed, the trainer does not create problems.

I don't have any experience with QuantV, I use VisualV so i'm not too sure. I guess the only thing would be to get rid of QuantV.
